I'm quite sure you can, if you are flying check with the airline as they may have their own rules.
I've brought any number of odd things into France with no trouble at all so I'm sure your plant will be fine.

There are prohibitions and restrictions on plants and plant products taken to France. As a rule, these should be presented at the port of entry, for inspection by officers of the Plant Health Inspection Service ("contrôle phytosanitaire").

The restrictions depend on the type of plant you wish to take to France. You could check in advance with:

The purpose of these restrictions is to prevent the import of plants subject to carrying diseases and parasites. There are additional restrictions on the transportation of endangered species, which require a special license.
