I'm quite sure you can, if you are flying check with the airline as they may have their own rules. I've brought any number of odd things into France with no trouble at all so I'm sure your plant will be fine.

There are prohibitions and restrictions on plants and plant products taken to France. As a rule, these should be presented at the port of entry, for inspection by officers of the Plant Health Inspection Service ("contrôle phytosanitaire"). The restrictions depend on the type of plant you wish to take to France.
