There are many ways, e.g. On skis, with the snow plough, by helicopter, by catapult...

Theoretically, if the local authority is doing its job properly, he should be at work before the snow is deep enough to require ploughing - they have enough warnings from the met office, so he gets to work nice and early, starts grit spreading before the snow arrives, and then ploughs it as it is settling.

No paradox required.
