Is there such a thing, as in the Army, as a commissioned police officer ie one who does not work his way through the ranks? How does this work?

Fast tracking and graduate entry are the same as officer training as the first rank on successful completion of training is Inspector. Whereas the "other ranks" have to be constables first and then sergeant before Inspector and this may take 10 years or more even if they are good.
