I don't think scientists really know for certain, if only because ways of measuring intelligence are still not agreed on. People always used to say it was dolphins, but it isn't confirmed. If we accept the OED's secondary definition of the word clever - "skilful, or adroit with the hands or body," then the answer clearly must be apes.
