assuming it's actually used, it's probably used for statistics to shock the public into action....

The beeper is on the right track. One thing they do with it is to produce a series of 'Casenotes'. These are a set of studies based on analysis of the calls to ChildLine. An example of the use of these statistics is shown above. Each Casenote focuses on a different issue that is important or relevant to the children and young people calling the helpline.
