I was sent a reminder for the Council tax, but when I checked, they have condensed the instalment payments into 6 months. Why should I have to pay a full years council tax in only 6 months?

Council tax payments are usually split into 10 or 11 monthly payments, if you choose to pay in installments, running from April to February/March. If you haven't paid so far this year, you are expected to get up to date by the end of the next financial year, ie 31 March.
