Why cant I reclaim all or part of the tax levvied on a packet of cigarettes?

The NHS seems certain to refuse me treatment for many ailments, because I smoke... Is there a way to divert the tax into a private insurance fund or something?

No because you'll still get the emergency treatment you need when you suffer from lung disease. If anything, you should pay even more.
