What is this flag?

This is a pretty lousy picture I made up in paint of a flag that I've seen.

The blue area has a circle of white stars in it, I couldn't work out how to put them on the picture!

I've looked on all the flag websites I can find, but I may well have missed it because of looking at so many.

Supplement from 07/02/2008 02:47pm:

It's very like the flag of the state, Georgia, as found by wumpus and xoloriib, but without the logo in the middle of the stars.

Could be Georgia, although there's a logo in the middle of the ring of stars.

Could also be a combination of Austria and EEC flags.

It appears to be the flag the US state of Georgia.
