Who was the character Yuri Orlov in Lord of War truly based upon?

There is reference to Victor Bout & Leonid Minin. Does anyone have any theories?

Victor Bout seems to be the most likely candidate. He's known for moving ex-soviet military hardware in industrial quantities. Also, he seemed to be pretty well bullet proof as far as the American authorities are concerned. He was arrested in Thailand earlier this year.
