What free program could I use to slow down/speed up a video (while keeping audio the same)?

Quite some time ago I used Xfire to record an 8 and a 30 minute video, but for some reason it recorded the video about twice as fast as it recorded the audio. I'll probably also need to adjust the sound since it's set as somewhat too loud, and maybe reduce the lengths a bit.

Can anyone recommend a program that would run on Windows XP (SP2)?

You could "evaluate" the suitability of this one:

Although a lot will depend on what format the recorded file is in - the XFire website states "They can be played back in most .avi compatible media players.", which would imply they are using an AVI derivative...
