Yes they swim only a foot a minute.

Not bad, great for bath races - I just measured mine, I make it 5.2 minutes

technically, it's the miniature seahorse: "Smaller species like the dwarf sea horse (Hippocampus zosterae), which is just 4.2 cm (1.7 in) in length, probably never attain speeds of more than 0.016 km/h (0.001 mph)."
