If a garage was converted into part of the house 11years ago would I have to get retrospective permission on selling

I am not completely certain but I think Yes.
You are worried, presumably, that the buyer's solicitor will pick that up on the search?
It's a bit late to say this but it's never a good idea to do things without first getting planning, tends to bite you in the backside.

Yes, otherwise caveat emptor (buyer beware) kicks in - the change of use should be found by a search, so the new owner could be forced, if the local authority found out, to convert it back to the garage.

Of course, if the new owner doesn't mind taking that risk, on his head be it!
